Panama’s Pensionado Visa in 2026: Full Guide for US and Canadian Retirees
We are used to seeing investment residency programs across different nations, with this being a straightforward migration option. These investments are usually focused on real estate, but they are not limited to that sector: they can encompass government bonds, bank deposits, investment in local businesses, or in the local stock market.
Nevertheless, the comfort of a nice apartment or a secure bank deposit can distract us from other perfectly valid alternatives that can be much more accessible. Today, we analyze Panama pensionado visa requirements and how this can be an option with or without investment.
Analyzing programs in the country of the Canal
If you have a fixed retirement income, you qualify for a program called Pensionado Visa. But if you don't, you can apply through the following alternatives.
Panama investment visas
Reforestation
Panama is committed to the environment, and it shows it through the reforestation program. With it, the government encourages foreigners to invest in land to plant and grow teak trees. Offering two separate thresholds (granting a temporary or permanent permit depending on the amount), it constitutes the best alternative for those who want a cost-effective entry and don't have a retirement income.
Qualified Investor
Qualified Investor is the investment visa per se, mirroring, in a way, the European golden visas. Unlike the retirees’ program, Qualified Investor doesn't require any extra condition except for the stipulated investment amount. These range from 300,000 (real estate), to 500,000 (stock market), and 750,000 (fixed-term deposit). Qualified Investor allows you to apply with your spouse, children, and parents.
Friendly Nations program
Initially, this program was a novelty because it granted permanent residency with flexible requirements. In 2021, the Qualified Investor was introduced, and Friendly Nations lost this permanent status. Still, it constitutes a long-standing alternative offering a cheaper investment than QI, both through real estate and fixed-term deposits.
Diving into the Pensionado program: the ultimate permanent visa
What is the essence of the pensioner pathway?
Pensionado is Spanish for “pensioner”, which gives us a clear insight into its objective. This is the country’s official retirement visa, and it’s open for those with a proven lifetime retirement income.
Thus, if you receive a pension for life, you can apply for permanent residency. This pension can come from any source or reason: from government sources, private sources, from a deceased spouse, from Army Service, from disability, or any other.
This places the program in an outstanding position compared to similar alternatives: it constitutes a fast pathway toward becoming a permanent resident in one of the most coveted expat destinations.
Numerous reports, some from prestigious magazines like Forbes, have chosen Panama as the best destination for retirement in 2025. Furthermore, it's always among the top 10 across several publications.
Eligibility: How do I qualify for Pensionado?
Applicants must receive a lifetime pension of at least $1000 a month. This income can be from any source as long as it's proven to be for life.
When you include dependents, $250 must be added per dependent. That is, if you apply with a spouse, the minimum amount will be $1250. The good news is that in this case, the income can be combined with both pensions.
Pension and Real estate: The deal becomes even sweeter
Pensionado also contemplates real estate. If your pension is not $1,000 but $750, you can still apply if you invest in real estate for $100,000. This puts it in a competitive position compared to other investment programs, as you can see in the graphic below.

Beyond misconceptions: no age restrictions
When you hear the word “pensioner”, you immediately think of a certain stage in life. However, the retirement program doesn't have any age restrictions when it comes to eligibility. In our view, this is what makes it one of the best programs.
Editor’s recommendation: “If Pensionado didn’t have such strong characteristics, then I would definitely recommend Qualified Investor. However, Pensionado has some unique advantages that you can't just overlook.
In my opinion, what makes it the best is thabsence of an age requirement. So, simply speaking, this is a permanent residency that you can get with only a 1000-dollar income a month.
Before you know it, you can be living in a lovely country, spending way less than in the US or Canada, and still enjoying a great lifestyle. If you ask me, there's no better choice. If you have a lifetime pension, then Panama is the best permanent residency you can get”.

Americans, Canadians, and Western Europeans live better for less in the country of the canal
In the table above, we can see how Panama comes out victorious when comparing it to some of the most expensive cities.
Retirees coming from New York, Zurich, and countries like Canada, France, or the UK will find that their income stretches much further in the isthmus.
This, supported by Executive Decree 320 from 2008 and Law 9 from 1987, becomes an unmatched retirement opportunity. With this in mind, it becomes clear why the country of the canal is consistently chosen as one of the best retirement places.
Live cheaper without compromising style
The best part of it all is that the country offers excellent lifestyle standards. Naturally, you can't expect to find museums like the Louvre or the MET, and neither will you find valleys and peaks like in the Alps. Nevertheless, you will find a supreme level of jazz and Latin music, along with the rhythms from the local folk music.
You will also find advanced infrastructure, impressive 5-star hotels, and best-in-class real estate. Nightlife is active and vibrant, especially in areas like Casco Viejo and Calle Uruguay, where pubs and discos show the most bustling and bohemian side of the Central American capital.
Outdoor spaces
Cinta Costera
Living in the isthmus, you must be ready to explore its amazing outdoors. Cinta Costera is the perfect example. What was once raw land by the bay is now a lovely coastal walk with bike trails and a paved road for walking or jogging.
Views of the ocean before you, the historic neighborhood (Casco Viejo) to the left, and the glassy skyscrapers to the right are incomparable. You can contemplate these on the Cinta Costera from Punta Paitilla all the way to the Mercado de Mariscos.
Small gardens, fountains, and graceful decorations please the eyes of those who walk this beautiful route. To the left runs Avenida Balboa and a row of notorious buildings, five-star hotels, and state-of-the-art hospitals.
Parque Omar
Several blocks away from Cinta Costera, you will find a park in a neighborhood called San Francisco. Across its 135 acres, you can enjoy a 3.5-kilometer jogging loop, several exercise devices, and booths offering healthy food and beverages. As the lung of the city, Parque Omar offers an ideal site for relaxation, exercise, and connection with nature.
Choosing where to relocate: Best neighborhoods for Retirees in the capital
El Cangrejo and Via Argentina
Mundo strongly recommends El Cangrejo as one of the best locations to settle. It nests in a central place providing easy access to key landmarks, stores, supermarkets, and commercial centers.
From El Cangrejo, you are at convenient distances from Multiplaza (a mall with luxury brands), and, in the opposite direction, El Dorado (an active commercial center).
You are close to Via Argentina (a nice boulevard with hotels, restaurants, cafes, and residences), Via Veneto (known for its casinos and vibrant nightlife), Iglesia del Carmen (a historic landmark and a metro station), and supermarket “El Rey”, one of the largest in the city.
Marbella
We recommend Marbella for similar reasons to El Cangrejo. In the heart of the capital, it provides easy access to all the main points and plenty of stores, restaurants, and supermarkets. You will be a few steps away from important medical centers and the Cinta Costera.
Santa Maria
Santa Maria is not in the city center, and for this very reason, it is quieter and safer. It's a growing gated community close to Costa del Este and with easy access to Corredor Sur.
Through this fast highway, you can be downtown in 10 minutes and reach the Tocumen International Airport in 15. All in all, Santa Maria is known for being a luxury residential area and home to an 18-hole golf course.
These are only three of the capital’s neighborhoods. To know other options, please download our guide below.

- If the income comes from private sources, submit a letter from the entity stating that you're receiving a lifetime pension
- If the pension comes from private sources, submit bank statements proving receipt of such an amount
- Proof of your relationship with each dependent
- Health certificate

Benefits of the Pension Visa
The program is highly convenient as it is,and on top of that, it offers interesting perks. These mainly consist of discounts, including a variety of sectors from tourism to healthcare, utility bills, and technical services.
If the couple wants to go on vacation, they will enjoy 30% off and 50% off on hotel stays (depending on the day) and discounts on transportation fares. Every day, they will enjoy discounts if they want to go to restaurants, the cinema, or the theater.
One of the most relevant benefits concerns healthcare, with 20% off medical consultations, discounts on hospitalization (if the person has no insurance), and 15% off dental and eye exams.
Move your household goods tax-free
Panama makes moving easier, with a duty tax exemption on personal household items (maximum value of $10,000). Retirees can also import a new car duty-free every two years.
Disadvantages of the Pensionado Visa
We don't see a disadvantage to this program except for dependents' eligibility in the long term. While spouses don’t have any restrictions, children can be included until the age of 18.
Children older than 18 can apply only until they are 25, and they must be full-time students at the university. All sons and daughters lose their resident status at the age of 25. When this happens, the only option for them is to apply through another program.
Obtain a Pensionado visa and move to Panama
After presenting the Pensionado visa in detail, we can understand its value in the residency landscape. Being one of the safest paths to a permanent status, the retirement visa is easily achievable, straightforward, and highly beneficial. The discounts surely add appeal to a country that already constitutes an excellent relocation place.
