Due Diligence and Processing: How Rigorous is the São Tomé Vetting Process?
Introduction: The São Tomé Investment Migration Landscape
Today, we go back to analyzing the new African CBI program, which has been on the lips of experts and global citizens since its establishment. At Mundo, we are proud to be licensed agents, officially recognized by the government of São Tomé. This reflects our reputation and know-how, and allows us to provide outstanding services.
One of our main strengths is that we have a multilingual team, ready to serve people from different backgrounds.
Our CEO has hosted several webinars on Panama residency, Panama real estate, and São Tomé citizenship. Although in Russian, the webinars have helped us realize our audience’s main concerns and most common enquiries.
Therefore, today we discuss an aspect that concerns all applicants. In São Tomé, CBI, due diligence, and strict vetting are synonyms, thus they ensure accepting only reputable candidates. Yet how rigorous can it get? And what reasons may lead to rejection?
The Program’s Origins and its Strategic Economic Objectives
The program's origins involve an investor who was regularly active in the Gulf of Guinea’s country. Seeing that the nation could use the help of foreign capital, he suggested the establishment of its own citizenship program, teaming up with a reputable firm, specializing in second nationalities.
The program became a reality in August 2025, and a month later, it was already open to applications. Thanks to that initial idea, now the world has the most affordable citizenship by investment program.
Why Vetting Rigor Determines Program Credibility
CBI initiatives have detractors who consider them immoral. For them, a passport is not something that you can buy or sell like a pair of shoes. However, they're missing the point: CBI doesn't sell citizenship; it just makes you eligible. Once they submit their documents, the applicant and the family will undergo strict due diligence so that only reputable candidates and legal funds are at play. Increasing the rigor of this process automatically results in maintaining or improving the country's credibility.
Besides, this approach constitutes a perfectly legit way to attract foreign capital. Most countries do the same, each using different means, like lowering taxation, establishing free zones, or stipulating financial incentives.
In this context, the CBI programs become yet another strategy to fund social projects, urban development, or specific sectors of the economy.
Anatomy of the São Tomé Due Diligence Framework
Stage 1: Choose your agent
The first step is to choose a marketing agent, like Mundo, to process the application for you. We highly recommend verifying that your agent is duly licensed by the government. This will bring you several advantages, plus the peace of mind of applying through an agent who is accountable to the Santomean government.
Stage 2: Application Intake and Document Authentication
During this stage, you will have a meeting with your assigned expert at Mundo to discuss your case and to pre-screen your application. Pre-screening means that we will assess everything related to your case: family size and composition, source of funds, nationality, and other factors that may influence the CIU's decision. Next, we proceed with gathering the documentation. With the help of your expert, you will gather all the needed papers, make copies, apostilles, and translations if needed.
Stage 3: Submission
Once all documents and copies are duly curated and screened by your assigned Mundo expert, we’ll submit your application.
Stage 4: Due diligence
This is the longest part of the process: the CIU conducts due diligence on your papers, on yourself, and your dependents. The system is based on multi-level checks to ensure transparency and a powerful filter to keep crooks, criminals, or people of questionable character away from the country.
The unit will check whether all the information you provided is correct, including who your spouse is, your marital status, and whether your adult children are unmarried. If we read carefully, we can notice that the sentence says “unmarried”, and not “single”.
In short, this means that adult children aren’t eligible as dependents if they were once married. Finally, the unit will focus on your funds, which must come from a lawful source.

Stage 5: Global Sanctions, PEP, and Adverse Media Screening
Another important part of the process will be to check if you're a politically exposed person, if you have been subject to global sanctions, or if you have undergone any adverse media screening.
Stage 6: Informing the decision
Once all the checks are done, the unit will issue a decision, which can be an approval or rejection. If you haven't lied in your application and if all the information is duly verified, there's no reason for rejection. This is Mundo’s main reason for conducting the pre-screening process described on Stage 2.
Stage 7: Make the donation
One of the main pros of the program is that you don't risk your money: the donation is made only when you are approved. The submission fee, which is paid at the beginning of the process, is nonrefundable regardless of whether you are approved or rejected.
This is only natural, as they want to avoid wasting time with dubious candidates. The silver lining is that it’s a flat fee of USD5,000 for all the family group, whether it’s just one single person or a family of eight.
Stage 8: Obtain your Passport and national documents
Once the donation is made and confirmed, you will officially become a citizen and will get your own passport. The government will issue your passport and national ID, and Mundo will make sure you get it safely at your doorstep.
Apply through a licensed agent: Mundo is duly authorized by the Saotomean government
In the world of CBI, improvising is never a good choice, and neither is going through unofficial channels. The Mundo team has been officially licensed by the Santomean government to operate and help each applicant obtain his or her passport.

Measuring Rigor: Compliance Benchmarks and International Standards
Alignment with Global CBI/RBI Industry Best Practices
It's no secret that residency and citizenship by investment programs have been facing increasing pressure from regulatory bodies like the OECD. The efforts towards assuring transparency help us weave a safer international financial tapestry. We are all thankful for this, yet no one appreciates red tape and bureaucracy.
The bottom line is that the citizenship unit is strictly attached to international regulations, while they work hard to keep their processes fast, effective, and competitive.

Identify regulatory gaps and vulnerability points
The program accepts the spouse, children, parents, and grandparents, each with their own eligibility conditions. While parents and grandparents have to be 55 years or older, children can apply only until the age of 30.
Underage and adult children are differentiated. Unlike Panama, they don't have to demonstrate studying at the university, but they can’t be married or divorced. If the young boys and girls applying with the family have been married before, this fact will eventually come up, and the whole application can be rejected.
The importance of being earnest
In line with the above, Mundo encourages applicants to be completely open and sincere with us from the very start. Hidden facts may lead to rejection because they will sooner or later come to light.
Banned nationalities or countries that cannot apply
Everyone can apply to the São Tomé and Príncipe program because it doesn't restrict any nationality. This is great news for citizens of nations that usually suffer from bans or sanctions by Western powers. The only exception is for citizens of North Korea. They are not banned, per se; nevertheless, the unit can't conduct due diligence on them.
Conclusion: How strict is the vetting process?
At the risk of oversimplifying, we can say that there is a one-size-fits-all rule: be completely honest and keep your affairs legal and within acceptable moral standards.
With nothing to hide, with a verifiable and lawful source of funds, a reputable company under your name, and a clean criminal record, you’ll pass any due diligence with flying colors.
If one of your sons or daughters is divorced and you want to include them, tell your agent and work together to find a solution. It may be that São Tomé isn’t the right fit, in which case you’ll need to widen your search and consider other possibilities.
Fortunately, there are many other alternatives out there for the global citizen, international businessperson, and perpetual traveler.
